should i go to the allergist or dermatologist for a skin rash

It sounds like exzema to me. I have had it all my life. It helps to have a fan and humidifier in your room. Do not wear polyester either only cotton fabrics! Watch what kind of detergent you are using on clothes use non scented. Watch what lotions you are using dont use scented same thing with perfume! Being in cold areas helps. If your hands itch stick them in the freezer for a little bit! Good luck!

I think you should firstly go to an allergist who would perform a skin test to see what you are allergic to as this sounds like you are allergic to something you come into contact everyday.
